Introduction to Monitoring and evaluation
The development of the Monitoring and Evaluation systems for public institutions includes significant investments in the hardware and software needed for collection, processing of the data, establishing statistical and analytical units within different institutions, and creating important and functional links between these institutions. The institutional arrangements and procedures that coordinate collection, processing, storage, retrieval, and dissemination of information is a bases for Monitoring and Evaluation System. Important part of the exercise is collection of data, but the most important part of it is use of the data for analytical purpose and reporting.
Monitoring and Evaluation requires a preparation of clear project plan that will focus on issues relevant to be judged as implementation proceeds. The core elements of any monitoring and evaluation project should include at least the following:

- Principles to guide the approach to monitoring and evaluation.
- Identification of objectives, results and indicators.
- Identification of timeline for short-term, mid-term and long-term targets.
- Information sources and collection methods.
- Formats and procedures for data collection, recording, analysis and reporting.
- Monitoring and Evaluation Information System with objectives.
- A communication and marketing plan.

EDUCON role: Expert support in launch and design of new ICT solution for Monitoring and Evaluation of the Social Protection Strategy (2017 -2021)
Description: The objective was to assess the status of the Management Information System (MIS) in use in the Ministry of Social Development (MoSD) and its Directorates, and provide recommendations for improvements. The goal is to evaluate the potential of the Ministry to undertake the Monitoring and Evaluation (M&E) functions, in order to strengthen the capacities and provide better services to the citizens. Responsibilities included:
- Support to MoSD for the launch and design of new ICT solution for implementation of the Social Protection Strategy (2017-2021);
- Identification of the main tools and mechanisms for implementation of Monitoring and Evaluation (M&E) System;
- Identification of the main tools and mechanisms for implementing the planning, programming, monitoring and performance evaluation systems in relationship to set of indicators;
- Reviewing the existing information systems, supporting for improving and upgrading of the computer systems and applications;
- Support in preparation and the finalisation of the guidelines for planning, and implementation of Monitoring and Evaluation (M&E) System.
