EDUCON role: Support to IT Infrastructure and IT Networking
Description: improve the responsiveness of the administration to the demands of the citizens and business community by Simplifying and Re-engineering Administrative Procedures and business processes making maximum use of Information and Communications Technology (ICT) in four ministries: Ministry of Social Affairs, Ministry of Tourism, Ministry of Public Health and Ministry of Industry. Simplified and Re-engineered Administrative Procedures will allow the administration to operate in a transparent, efficient, cost effective, and timely manner and reduce Administrative Burdens on citizens and businesses. In terms of ICT, strategy and action plan are developed to streamline existing business procedures, promoting the use of ICT.
The following services were delivered: review of the use of ICT in managing administrative procedures and in particular assessment of the conditions for enhanced effectiveness of the ICT applications for effective e-Government; needs assessment and status of the hardware and communication equipment and operating systems (OS); topology of the IT network and their viability; types of databases and the way they inter-operate; security of the ICT infrastructure; quality and effectiveness of mobile computing; design and implementation of business continuity and disaster recovery; software development processes; review and adaptation of tools for the optimization of ICT in the management of administrative procedures.

Project title: Horizontal Support to coordination with International Financial Institutions in the Western Balkans and Turkey
Country: Western Balkans (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Kosovo (under UNSCR 1244) and Turkey

Period: February 2010 – March 2014;
EDUCON role: Web Development and Database Management
Description: to ensuring effective coordination between the European Commission and International Financial Institutions (IFIs) at policy, technical and operational level in the area of socio-economic development of the Beneficiaries. The project is focused around four main results: i) improved coordination of information exchange, advice, and policy actions focusing on horizontal and sectoral issues relating to the effectiveness of the overall assistance flows to the region; ii) improved coordination of investment support and financing initiatives on terms and conditions best suited to the Beneficiaries; iii) increased involvement of the Beneficiaries in the IFI co-ordination process; iv) improve the public awareness about the support provided by the European Commission, the IFIs and other donors to the beneficiaries.
The services included general support to project management; coordination of networks and other policy and programme platforms; technical assistance, analytical research and studies, organization of seminars, workshops and similar events as well as information management systems, with focus on development and maintenance of a centralised website/portal for all interlocutors in EC/IFI activities (www.wbif.eu); Development and update of databases on projects, stakeholders, project documents, publications; Establishing and maintaining a web based discussion Forum and other tools for exchange of information between the stakeholders; Testing and troubleshooting of the whole system.
